I have this game on PC and I have noticed many things. Set in Anywhere City, there are three gigantic levels. Level 1: The Downtown District contains casinos, hotels, a mental institution and a university. Level 2: The Residential District has Anywhere City's prison, a trailer park with an Elvis-themed club named "Disgracelands" and a hydroelectric power plant. Level 3: The Industrial District has a seaport, a meat-packing plant and a Krishna Temple, along with Mad Island; an island with people who kill you if you enter. There are seven streets gangs in this game. The Zaibatsu are so widely populated that they come in all levels along with two separate gangs. Set into the near future (the game's manual uses the phrase "three weeks into the future") in the year 2013, you must find your way through the city. Unlike the PlayStation version you can change between noon and dusk. It is rated-T (13+) on PSone but M (17+) on PC.
